Housing Policy in Focus: The Housing Readiness Package

During last week’s VAAC Friday Community Meeting: Women Leading the Fight for Housing Justice, State Representative Kristian Grant (Michigan House District 82) discussed several proposals in the Michigan Legislature aimed at addressing housing shortages and improving housing access across the state.

One of the efforts highlighted was the Housing Readiness Package, a group of bills designed to help communities build more housing while lowering costs and expanding options for residents.

Michigan communities are experiencing a housing shortage that is contributing to rising costs and limiting housing options for people across the state. The Housing Readiness Package proposes several reforms intended to support housing development while maintaining local oversight and community input.

Key Proposals in the Package

The legislation includes several measures intended to reduce barriers to housing development, including:

Duplex by Right (HB 5584) – Allows duplex housing in single-family residential zones within or near metropolitan areas.
Smarter Parking Rules (HB 5582) – Limits mandatory parking requirements to no more than one space per dwelling unit.
Updated Protest Petition Process (HB 5532) – Modernizes the process for neighborhood petitions related to zoning decisions.
Setback Requirements (HB 5583) – Establishes consistent setback standards to support more efficient land use.
Reasonable Dwelling Size (HB 5581) – Caps minimum dwelling size requirements at 500 square feet to allow for smaller and more affordable homes.
Maximum Lot Size (HBs 5529 & 5530) – Sets minimum lot sizes to prevent overly large land requirements that increase housing costs.
Accessory Dwelling Units (HB 5585) – Allows accessory dwelling units (ADUs) on parcels with single-family homes.
Clarifying Development Study Requirements (HB 5531) – Establishes clearer standards for when development studies can be requested during the approval process.

These proposals aim to increase housing supply, improve affordability, and create more flexible housing options for Michigan residents.
