Big news for jury reform in Michigan! A package of Democratic-led bills has been introduced in the Michigan House of Representatives aimed at making the jury system more fair and accessible.

What’s in the Bills?

📌 HB 4091 – Centralizes the jury selection process to ensure more consistency and fairness across the state.
📌 HB 4092 & HB 4093 – Address administrative aspects of jury service and selection.
📌 HB 4094 – A major win for justice advocates! This bill removes the blanket ban that prohibits people with felony convictions from serving on a jury. Instead, eligibility would be decided on a case-by-case basis, allowing more people to participate in the justice system.
📌 HB 4095 – Expands compensation for jury duty, making it easier for people of all backgrounds to serve.
📌 HB 4096 – Aims to increase jury diversity and accessibility by improving how jurors are summoned.

This legislation is an important step toward a more representative and equitable jury process. Too often, those impacted by the criminal legal system are excluded from civic participation, despite their lived experience being valuable in shaping fair outcomes in court.

At VAAC, we support policies that expand civic engagement and remove barriers to participation for justice-impacted individuals. We’ll keep you updated on these bills as they move forward!
