<p class="wp-block-paragraph">As Michigan moves deeper into the 2026 election cycle, major legal and political fights over voting rights and representation are continuing across the country and here at home.</p>



<p class="wp-block-paragraph">From ongoing challenges connected to the federal Voting Rights Act to court cases that could reshape representation for Black communities and other historically marginalized voters, these developments could directly affect how communities access the ballot, challenge discrimination, and build political power.</p>



<p class="wp-block-paragraph">At the same time, conversations continue around the <a href="https://michiganadvance.com/2026/05/19/with-the-federal-voting-rights-act-gutted-michigan-democrats-have-crafted-their-own-version/" target="_blank" rel="noreferrer noopener">Michigan Voting Rights Act (MIVRA)</a> and what stronger state-level voting protections could look like in Michigan. Earlier this month, Michigan lawmakers reintroduced the Michigan Voting Rights Act amid broader statewide and national debates around voting access, representation, and election policy.</p>

<p class="wp-block-paragraph">VAAC Executive Director Angela Davenport recently collaborated with <a href="https://www.instagram.com/michiganvoices/"><strong>Michigan Voices</strong></a> on a new <strong><a href="https://michiganvoices.substack.com/p/justice-for-jail-voters" target="_blank" rel="noreferrer noopener">Substack article</a></strong> examining jail-based disenfranchisement and efforts to expand voting access for eligible voters detained in Michigan jails.</p>



<p class="wp-block-paragraph">Many people are surprised to learn that individuals detained in Michigan county jails while awaiting arraignment, trial, or sentencing remain eligible to register to vote and vote by absentee ballot. Yet confusion around eligibility, limited access to information, and gaps in local systems often prevent eligible voters from participating in elections.</p>



<p class="wp-block-paragraph">In the article, Davenport discusses the barriers many eligible voters face while detained, the importance of civic education and voter registration inside jails, and the work underway to expand jail voting access across Michigan.</p>



<p class="wp-block-paragraph">The piece also highlights examples of how collaboration between advocates, election officials, sheriffs, and community organizations can help ensure eligible voters are not excluded from the democratic process simply because they are detained.</p>



<p class="wp-block-paragraph">Jail voting remains a growing area of focus for VAAC&#8217;s work as the organization continues partnering with local officials, directly impacted leaders, and community organizations to expand access to voter registration, absentee voting, and civic education for eligible voters across Michigan.</p>

<p class="wp-block-paragraph">Voting Access For All Coalition (VAAC) Executive Director Angela Davenport has submitted a resolution to the <a href="https://detroitmi.gov/government/city-council" target="_blank" rel="noreferrer noopener"><strong>Detroit City Council</strong></a> on behalf of the organization <a href="https://justusnow.org/"><strong>JustUsN</strong></a><a href="https://justusnow.org/" target="_blank" rel="noreferrer noopener"><strong>ow</strong></a> that would formally recognize <strong>the third Saturday in June each year</strong> as <strong>Returning Citizens and Detroit Second Chance Day</strong> in the <strong>City of Detroit.</strong></p>



<p class="wp-block-paragraph">The resolution recognizes the contributions returning citizens make to Detroit as parents, caregivers, workers, entrepreneurs, artists, advocates, mentors, faith leaders, and community builders. It also acknowledges the role that successful reentry plays in supporting family stability, economic opportunity, public safety, and stronger communities.</p>



<p class="wp-block-paragraph">The resolution has been submitted to the Detroit City Council and is awaiting further consideration.</p>



<p class="wp-block-paragraph">If adopted, the resolution would:</p>



<p class="wp-block-paragraph">• Recognize the third Saturday in June as Returning Citizens and Detroit Second Chance Day in the City of Detroit</p>

<p class="wp-block-paragraph">The resolution also recognizes that 2026 marks the <a href="https://votingaccessforall.org/events/returning-citizens-day/" target="_blank" rel="noreferrer noopener"><strong>Third Annual Returning Citizens Day</strong></a> celebration in <strong>Detroit</strong>, bringing together residents, families, employers, advocates, faith leaders, service providers, elected officials, and community organizations in recognition of the positive impact returning citizens have on communities throughout the city.</p>



<p class="wp-block-paragraph">This year&#8217;s Returning Citizens Day celebration will take place on <strong>Saturday, June 20, 2026</strong>, from <strong>1:00 PM to 5:00 PM</strong> at <strong>Spirit Plaza</strong>, located at <strong>2 Woodward Avenue</strong> in <strong>downtown Detroit</strong>.</p>



<p class="wp-block-paragraph">The event will feature community resources, vendors, food trucks, music, speakers, and opportunities for community members to connect while celebrating the accomplishments, leadership, resilience, and contributions of returning citizens.</p>



<p class="wp-block-paragraph">Voting Access For All Coalition will be participating in this year&#8217;s event by providing voter education and voter registration information for eligible community members.</p>



<p class="wp-block-paragraph">Returning citizens are directly impacted by decisions made by elected officials at every level of government. Access to civic education and voter registration helps ensure that people returning home have opportunities to participate in public life and engage with issues affecting their families and communities.</p>



<p class="wp-block-paragraph">VAAC encourages community members to attend <strong><a href="https://votingaccessforall.org/events/returning-citizens-day/" target="_blank" rel="noreferrer noopener">Returning Citizens Day</a></strong> and join in recognizing the leadership, resilience, and contributions of returning citizens across Detroit.</p>

<p class="wp-block-paragraph"><strong>RETURNING CITIZENS AND DETROIT SECOND CHANCE DAY</strong></p>



<p class="wp-block-paragraph">WHEREAS, the City of Detroit recognizes the dignity, resilience, leadership, and contributions of returning citizens who strengthen families, neighborhoods, workplaces, faith communities, and civic life throughout our city; and</p>



<p class="wp-block-paragraph">WHEREAS, returning citizens contribute to the social, cultural, civic, and economic vitality of Detroit as parents, caregivers, workers, entrepreneurs, artists, advocates, mentors, faith leaders, and community builders; and</p>



<p class="wp-block-paragraph">WHEREAS, Detroit has long been a city defined by perseverance, determination, and transformation, and returning citizens embody these values through their commitment to rebuilding lives, supporting families, serving communities, and creating opportunities for future generations; and</p>



<p class="wp-block-paragraph">WHEREAS, successful reentry promotes public safety, family stability, economic opportunity, and stronger communities while demonstrating the power of restoration, healing, and second chances; and</p>



<p class="wp-block-paragraph">WHEREAS, communities across the nation and the State of Michigan have recognized the importance of second chances through proclamations, resolutions, and initiatives that acknowledge the dignity, value, and potential of formerly incarcerated individuals; and</p>



<p class="wp-block-paragraph">WHEREAS, Returning Citizens Day was established through the leadership of JustUsNow and community partners to celebrate the accomplishments, leadership, resilience, and contributions of returning citizens and to promote restoration, opportunity, and community healing throughout the City of Detroit; and</p>



<p class="wp-block-paragraph">WHEREAS, 2026 marks the Third Annual Returning Citizens Day celebration in Detroit, bringing together residents, families, employers, advocates, faith leaders, service providers, elected officials, and community organizations in recognition of the positive impact returning citizens have on our communities; and</p>



<p class="wp-block-paragraph">WHEREAS, the continued growth and success of Returning Citizens Day reflects the importance of honoring returning citizens and recognizing their essential role in building a stronger, more inclusive Detroit; and</p>



<p class="wp-block-paragraph">WHEREAS, the Detroit City Council recognizes that returning citizens are not defined by past involvement with the criminal legal system, but by their humanity, leadership, resilience, contributions, and commitment to strengthening our city;</p>



<p class="wp-block-paragraph">NOW, THEREFORE, BE IT RESOLVED, that the Detroit City Council hereby formally recognizes and honors the Third Saturday in June of each year as Returning Citizens and Detroit Second Chance Day in the City of Detroit; and</p>



<p class="wp-block-paragraph">BE IT FURTHER RESOLVED, that the Detroit City Council encourages residents, businesses, educational institutions, faith communities, labor organizations, nonprofit organizations, and public agencies to participate in activities that celebrate the achievements and contributions of returning citizens and support restoration, opportunity, and successful reentry; and</p>



<p class="wp-block-paragraph">BE IT FURTHER RESOLVED, that the Detroit City Council recognizes returning citizens as valued members of the Detroit community whose experiences, talents, leadership, and service help shape the future of our city; and</p>

<h2 id="road-to-restoration-events" class="wp-block-heading"><strong>Road to Restoration Events</strong></h2>



<p class="wp-block-paragraph">The Michigan Department of State’s Road to Restoration program is also continuing across the state this summer.</p>



<p class="wp-block-paragraph">Road to Restoration events are not expungement clinics. These events focus specifically on helping eligible residents address issues related to suspended driver’s licenses, including payment plans, guidance through the reinstatement process, and connections to legal support.</p>

<p class="wp-block-paragraph">A Detroit warrant clinic will take place on Saturday, October 24, 2026 from 10:00 AM to 3:00 PM at the Butzel Family Recreation Center, 7737 Kercheval St. in Detroit.</p>



<p class="wp-block-paragraph">According to the event flyer, the clinic will address traffic and misdemeanor warrants and will include live DJ entertainment, food, children’s activities, and community resources. Organizers state that attendees can take care of outstanding traffic and misdemeanor warrants “without the risk of arrest.”</p>



<p class="wp-block-paragraph">The event is hosted in partnership with <a href="https://ourownwallstreet.org/" target="_blank" rel="noreferrer noopener">Our Own Wall Street</a> and several community organizations, including Voting Access For All Coalition (VAAC).</p>

<p class="wp-block-paragraph">Juneteenth is a time to honor freedom, Black history, community leadership, and the ongoing work of liberation.</p>



<p class="wp-block-paragraph">Several Juneteenth events are coming up across Metro Detroit in June, including community gatherings, cultural celebrations, organizing spaces, film screenings, and opportunities to connect with others.</p>



<p class="wp-block-paragraph">For those unable to attend events in person, virtual programming is also available this year, offering additional ways to participate in conversations about history, democracy, and community action.</p>



<h3 id="michigan-united-juneteenth-2026-resistance-summit-june-12" class="wp-block-heading"><strong>Michigan United Juneteenth 2026: Resistance Summit | June 12</strong></h3>



<p class="wp-block-paragraph">Michigan United will host a Resistance Summit on Friday, June 12 from 10:00 AM to 4:00 PM at Gethsemane Missionary Baptist Church in Westland.</p>



<p class="wp-block-paragraph">The summit will focus on sustainable social change, voter protection, community power, reproductive rights, and collective action.</p>

<p class="wp-block-paragraph">Jubilee on the Block will take place Saturday, June 20 from 1:00 PM to 7:00 PM along the Dexter Corridor in Detroit.</p>



<p class="wp-block-paragraph">The event is part of the 8th Annual Juneteenth Jubilee Detroit Freedom Weekend and will feature vendors, performances, community organizations, food, music, and activities throughout the day. Voting Access For All Coalition (VAAC) will be on site providing voter education and voter registration resources for community members interested in learning more about voting rights and civic participation.</p>

<p class="wp-block-paragraph">Beginning June 1, <strong>eligible Michigan residents who are automatically registered or preregistered to vote through a qualifying Secretary of State transaction will receive a follow-up notice in the mail explaining how to opt out if they choose.</strong></p>



<p class="wp-block-paragraph"><a href="https://content.govdelivery.com/accounts/MISOS/bulletins/4198d3c" target="_blank" rel="noreferrer noopener">According to the Michigan Department of State (MDOS),</a> the change is being implemented to comply with updates to Michigan election law enacted in 2023.</p>



<p class="wp-block-paragraph">Michigan voters approved automatic voter registration through a constitutional amendment in 2018. Since 2019, eligible residents completing qualifying transactions at Secretary of State branch offices have been automatically registered to vote when applying for or renewing a driver&#8217;s license or state ID. Eligible residents between the ages of 16 and 17½ are automatically preregistered to vote.</p>



<p class="wp-block-paragraph">Only U.S. citizens are eligible for automatic voter registration or preregistration.</p>



<h3 id="what-is-changing" class="wp-block-heading"><strong>What Is Changing?</strong></h3>



<p class="wp-block-paragraph">Eligible residents who complete a qualifying transaction at a Secretary of State branch office will continue to be automatically registered or preregistered to vote at the time of their transaction.</p>



<p class="wp-block-paragraph">The change is that newly registered voters will now receive a letter in the mail that includes:</p>



<p class="wp-block-paragraph">• Confirmation of their voter registration or preregistration<br>• A prepaid return envelope<br>• A pre-addressed opt-out form</p>



<p class="wp-block-paragraph">Individuals who do not wish to remain registered may return the form by mail. Upon receiving the completed form, the Michigan Department of State will remove the registration from the Qualified Voter File and notify the individual&#8217;s local clerk.</p>



<h3 id="what-is-not-changing" class="wp-block-heading"><strong>What Is Not Changing?</strong></h3>



<p class="wp-block-paragraph">Automatic voter registration remains in effect in Michigan.</p>



<p class="wp-block-paragraph">Eligible residents completing qualifying Secretary of State transactions will still be automatically registered or preregistered to vote unless they choose to opt out through the process established in state law.</p>



<p class="wp-block-paragraph">Voters may also continue to cancel their voter registration at any time by submitting a written request to their city or township clerk.</p>



<p class="wp-block-paragraph">The Michigan Department of State also publishes monthly information about automatic voter registration and preregistration through the Bureau of Elections.</p>

<p class="wp-block-paragraph">The U.S. Postal Service (USPS) has <a href="https://public-inspection.federalregister.gov/2026-10968.pdf" target="_blank" rel="noreferrer noopener">proposed a new rule</a> tied to <a href="https://www.votebeat.org/national/2026/05/29/usps-mail-ballot-rules-trump-executive-order" target="_blank" rel="noreferrer noopener">President Donald Trump&#8217;s March 2026 executive order on elections</a>, while legal challenges to the order continue moving through federal courts.</p>



<p class="wp-block-paragraph">According to the proposal, <a href="https://public-inspection.federalregister.gov/2026-10968.pdf" target="_blank" rel="noreferrer noopener">state election officials would be required to provide USPS with lists of voters who have requested absentee or mail ballots</a> before those ballots are mailed. The proposed rule would direct USPS to use those lists when processing ballot mail for federal elections.</p>



<p class="wp-block-paragraph"><a href="https://public-inspection.federalregister.gov/2026-10968.pdf" target="_blank" rel="noreferrer noopener">Under the proposal, states would have to provide USPS with a list of voters who requested mail ballots at least 30 days before ballots are sent. USPS would then be directed not to deliver ballots to voters whose names do not appear on those lists. </a>States would also be permitted to submit updated voter information after the initial list is provided.</p>



<p class="wp-block-paragraph"><a href="https://www.votebeat.org/national/2026/05/29/usps-mail-ballot-rules-trump-executive-order" target="_blank" rel="noreferrer noopener">The proposal would give USPS a role in determining whether some mail ballots can be delivered.</a> Traditionally, USPS has been responsible for delivering election mail and providing guidance to election officials on mail processing, ballot design, and delivery timelines, while state and local election officials administer elections and determine voter eligibility and ballot distribution.</p>



<p class="wp-block-paragraph">The proposed rule follows President Trump&#8217;s March 2026 executive order addressing voter eligibility verification, mail ballot procedures, and election administration. Among other provisions, the order directs federal agencies to take actions related to election administration and mail voting.</p>



<p class="wp-block-paragraph"><strong>Legal Challenges Continue</strong></p>



<p class="wp-block-paragraph">Just one day before USPS published the proposed rule, a federal district court judge in Washington, D.C., <a href="https://www.npr.org/2026/05/28/nx-s1-5797889/trump-mail-in-voting-order" target="_blank" rel="noreferrer noopener">denied requests for preliminary injunctions</a> blocking portions of the executive order.</p>



<p class="wp-block-paragraph"><a href="https://www.npr.org/2026/05/28/nx-s1-5797889/trump-mail-in-voting-order" target="_blank" rel="noreferrer noopener">The court did not rule on whether the executive order is lawful</a>. Instead, the judge found that because the challenged policies had not yet been implemented, the plaintiffs had not demonstrated a risk of immediate harm necessary to obtain preliminary relief.</p>



<p class="wp-block-paragraph"><a href="https://campaignlegal.org/cases-actions/defending-vote-mail-trump-administrations-unconstitutional-executive-overreach-lulac" target="_blank" rel="noreferrer noopener">Additional legal challenges remain active</a>. <a href="https://www.votebeat.org/national/2026/05/29/usps-mail-ballot-rules-trump-executive-order" target="_blank" rel="noreferrer noopener">A separate case brought by 23 states and the District of Columbia</a> is continuing in federal court, and voting rights organizations have also challenged portions of the executive order.</p>



<p class="wp-block-paragraph"><strong>Why This Is Important</strong></p>



<p class="wp-block-paragraph"><a href="https://statesunited.org/resources/americans-vote-by-mail-2024/" target="_blank" rel="noreferrer noopener">Mail voting remains a significant part of election administration across the country</a>. According to data highlighted in a recent Campaign Legal Center briefing, <a href="https://statesunited.org/resources/americans-vote-by-mail-2024/" target="_blank" rel="noreferrer noopener nofollow">nearly one-third of Americans voted by mail in the 2024 general election, accounting for more than 48 million votes.</a></p>



<p class="wp-block-paragraph">At this time, the proposed rule does not change how voters cast absentee ballots in Michigan or elsewhere. The proposal is not yet final, and voters can continue using existing absentee voting procedures under current state law.</p>



<p class="wp-block-paragraph">Several legal challenges to the executive order and related actions remain ongoing. Courts have not yet ruled on whether the proposed changes are lawful, and questions about implementation and federal authority remain unresolved.</p>



<p class="wp-block-paragraph"><em><strong>VAAC encourages absentee voters to use <a href="https://mvic.sos.state.mi.us/">secure ballot drop boxes</a></strong> <strong>whenever possible</strong></em><strong>. </strong>Returning a ballot through an official drop box allows it to be delivered directly to election officials and avoids relying on mail delivery timelines.</p>

<p class="wp-block-paragraph">Last Thursday and Friday, Voting Access For All Coalition (VAAC) visited the Genesee County Jail to provide civic education and register eligible detained individuals to vote.</p>



<p class="wp-block-paragraph">VAAC Executive Director Angela Davenport was joined by VAAC ambassadors Blake Lindsey and Richard Dyer Bey, both formerly incarcerated activists, along with community advocate Veronica Taylor, Faith In Action’s Eileen Hayes, and Nation Outside’s Rick Speck.</p>



<p class="wp-block-paragraph">The visit was organized at the invitation of Johnell Allen Bey and focused on voter eligibility, absentee voting, voting rights, and civic participation for individuals detained in the jail who remain eligible to vote under Michigan law.</p>



<p class="wp-block-paragraph">Over the course of the two days, the team registered more than 80 voters.</p>



<p class="wp-block-paragraph">Many people detained in Michigan county jails remain eligible to vote because they are awaiting trial and have not been convicted and sentenced. Yet voting access inside jails is often inconsistent or nonexistent without intentional systems in place. Eligible voters can face barriers including limited access to voter information, delays in jail mail systems, absentee ballot coordination issues, and lack of communication around eligibility and voting procedures.</p>



<p class="wp-block-paragraph">During the visit, the team also witnessed firsthand the Genesee County Clerk’s commitment to helping ensure eligible voters are not forgotten simply because they are detained. Conversations focused not only on voter registration, but also on the infrastructure and coordination required to support jail voting access in practice.</p>



<p class="wp-block-paragraph">The office’s willingness to engage around absentee ballot access, voter education, logistics, and the broader expansion of jail voting efforts offered an example of how local election officials, sheriffs, advocates, and community organizations can work together to strengthen participation for eligible voters who are often overlooked in the democratic process.</p>



<p class="wp-block-paragraph">VAAC extends a special thank you to Genesee County Clerk/Register of Deeds Domonique Clemons for the office’s partnership and support in helping make this effort possible.</p>



<p class="wp-block-paragraph">The visit also created space for conversations about how elections, local government, and public policy affect the daily lives of detained individuals, their families, and their communities.</p>



<p class="wp-block-paragraph">VAAC continues to support jail voting efforts across Michigan through civic education, absentee ballot assistance, voter registration, and collaboration with clerks, sheriffs, advocates, and directly impacted community members working to expand access for eligible voters.</p>

<p class="wp-block-paragraph">The <a href="https://www.facebook.com/MichiganMOP">Michiganders for Money Out of Politics (MMOP)</a> campaign announced this week that organizers submitted more than 562,000 petition signatures in support of a proposed Michigan ballot initiative focused on campaign finance restrictions.</p>



<p class="wp-block-paragraph"><a href="http://youtube.com/live/ZrOn8oHJZN4?themeRefresh=1">Organizers turned in the petitions during the Board of State Canvassers meeting in Lansing on Wednesday, May 27.</a></p>



<p class="wp-block-paragraph">The campaign, spearheaded by <a href="https://votersnotpoliticians.com/our-work/campaign-finance-reform/#">Voters Not Politicians</a> and coalition partners across Michigan, spent the past several months organizing petition drives, volunteer canvassing efforts, and public outreach events statewide. Voting Access For All Coalition (VAAC) participated in the signature collection effort through petition circulation, community outreach, and public education connected to the campaign.</p>



<p class="wp-block-paragraph">According to reporting from <a href="https://michiganadvance.com/2026/05/27/over-562k-signatures-filed-for-proposal-to-ban-campaign-spending-by-utilities-state-contractors/">Michigan Advance</a>, the proposed initiative would ban campaign spending by regulated utilities and certain state contractors.</p>



<p class="wp-block-paragraph"><a href="https://www.promotethevotemi.com/ballot-initiatives" target="_blank" rel="noreferrer noopener">Michigan law requires at least 446,198 valid signatures for a statewide ballot initiative to move forward.</a></p>



<p class="wp-block-paragraph">Over the course of the campaign, volunteers and organizers gathered signatures at neighborhood events, festivals, public meetings, community centers, and other public spaces throughout Michigan. Throughout the spring, MMOP organizers also held “MOP Up Michigan” events and volunteer canvasses leading up to the petition submission deadline.</p>



<p class="wp-block-paragraph">If enough signatures are validated, the proposal could advance to the Michigan Legislature. Lawmakers would then have the option to adopt the proposal directly or allow it to move forward to the statewide ballot.</p>

<p class="wp-block-paragraph">Local governments across Michigan continue taking action in opposition to documentary proof of citizenship requirements and in support of Michigan’s current election system.</p>



<p class="wp-block-paragraph">On Tuesday evening, <strong>the Ingham County Board of Commissioners overwhelmingly passed a resolution opposing the federal SAVE Act and the proposed Michigan ballot initiative that would require documentary proof of citizenship to register to vote.</strong></p>



<p class="wp-block-paragraph">The resolution passed by a vote of 12-1. Commissioner Thomas Morgan sponsored the resolution. Commissioner Maiville voted against the measure, while Commissioners Schafer and Ruest were absent.</p>



<p class="wp-block-paragraph">Thank you to everyone who attended the meeting, provided public comment, contacted commissioners, and helped with outreach efforts leading up to the vote.</p>



<p class="wp-block-paragraph">Supporters of these local resolutions continue raising concerns that <a href="https://www.lwv.org/blog/state-level-documentary-proof-citizenship-laws-threaten-voters" target="_blank" rel="noreferrer noopener">documentary proof of citizenship requirements would create barriers for eligible voters by requiring documents such as passports or birth certificates in order to register to vote.</a></p>



<p class="wp-block-paragraph"><a href="https://bipartisanpolicy.org/article/four-things-to-know-about-noncitizen-voting/" target="_blank" rel="noreferrer noopener">State and federal law already prohibit non-citizens from voting.</a> Advocates and local leaders have raised concerns that these proposals would instead create additional hurdles for eligible voters, including people who have changed their names, moved frequently, experienced housing instability, recently returned home from incarceration, or face challenges accessing required documentation.</p>



<p class="wp-block-paragraph">Ingham County now joins a growing list of local governments that have passed resolutions opposing documentary proof of citizenship requirements, including:</p>

<p class="wp-block-paragraph">Organizing efforts continue in communities across Michigan, and additional volunteers are needed to help connect with local leaders and support outreach efforts.</p>



<p class="wp-block-paragraph">Many community members have already begun working with elected officials interested in sponsoring resolutions. To help coordinate this work, avoid duplication, and expand outreach into additional communities, organizers have created a sign-up form for supporters interested in helping advance local resolutions.</p>
