Antecedentes sobre la manipulaci\u00f3n en las prisiones y por qu\u00e9 Voting Access For All Coalition (VAAC) se compromete a abolir la manipulaci\u00f3n en las prisiones<\/strong><\/p>\n\n\n\n

El sistema legal penal inflige muchos impactos negativos en las comunidades del estado de Michigan, uno del que escuchamos poco es el de la manipulaci\u00f3n de las prisiones.
Al crear distritos legislativos, Michigan actualmente cuenta a las personas encarceladas como residentes de los lugares donde se encuentran las prisiones en lugar de las comunidades donde residir\u00edan de otro modo, donde viven sus familias y donde regresan abrumadoramente al salir de la c\u00e1rcel.<\/p>\n\n\n\n

La manipulaci\u00f3n de las prisiones distorsiona la democracia al contar a las personas encarceladas como residentes de los lugares donde se encuentran las prisiones en lugar de en las comunidades de donde son y donde viven sus familias. Bajo este sistema, las personas encarceladas terminan siendo \u201crepresentadas\u201d por funcionarios electos por los que no pueden votar y que no tienen conexi\u00f3n con su familia, amigos, vecindarios o comunidades pol\u00edticas.<\/p>\n\n\n\n

Esta pr\u00e1ctica desleal, que despoja del poder pol\u00edtico a una comunidad y se lo da a otra, <\/strong>se llama manipulaci\u00f3n de la prisi\u00f3n.<\/em><\/strong><\/p>\n\n\n\n

  • La manipulaci\u00f3n de las prisiones infla injustamente la poblaci\u00f3n y el poder pol\u00edtico de los distritos en los que se encuentran las prisiones a expensas de las \u00e1reas urbanas, en violaci\u00f3n del est\u00e1ndar de "una persona, un voto" de la Constituci\u00f3n de los EE. UU.<\/li>\n\n\n\n
  • Al contar a las personas encarceladas en pueblos carcelarios donde de otro modo no tendr\u00edan conexiones, el gerrymandering carcelario niega efectivamente a las personas encarceladas una representaci\u00f3n significativa y socava su reingreso a sus comunidades de origen donde deber\u00edan ser contados.<\/li>\n\n\n\n
  • La manipulaci\u00f3n de las prisiones tiene un efecto racial pronunciado, apropiaci\u00f3n indebida del poder y da\u00f1o desproporcionado a las personas y comunidades de color.<\/li>\n<\/ul>\n\n\n\n

    \u00bfCu\u00e1l es el da\u00f1o de la manipulaci\u00f3n basada en la prisi\u00f3n?<\/strong><\/p>\n\n\n\n

    Cuando las personas se cuentan como 'residentes' de sus celdas de prisi\u00f3n, se produce un sesgo de poblaci\u00f3n que garantiza que los cuerpos de personas de color, en su mayor\u00eda negras, ind\u00edgenas y de color en prisi\u00f3n se utilicen para reforzar la fuerza de votaci\u00f3n de los distritos rurales mayoritariamente blancos donde el encarcelamiento se ubican las instalaciones. Este proceso toca la vida de millones al diluir la representaci\u00f3n de todas las comunidades.<\/p>\n\n\n\n

    Los datos del censo se utilizan para dibujar distritos legislativos estatales y del Congreso, por lo que la cantidad de personas en su distrito es importante. Debido a que la redistribuci\u00f3n de distritos ocurre solo una vez por d\u00e9cada (el pr\u00f3ximo censo es en 2030), esta distribuci\u00f3n injusta del poder contin\u00faa mucho despu\u00e9s de que las personas encarceladas regresen a sus hogares.<\/p>\n\n\n\n

    Debido a la manipulaci\u00f3n de las prisiones, nuestras comunidades no solo se ven privadas de una representaci\u00f3n justa, sino tambi\u00e9n del acceso a los recursos de los que podr\u00edan beneficiarse. La representaci\u00f3n adecuada en la legislatura asegura la asignaci\u00f3n justa de fondos para cosas que impactan directamente la calidad de vida en una comunidad y apoya cosas como hospitales, departamentos de bomberos, escuelas, carreteras y recursos para quienes buscan trabajo. Los recursos que se necesitan son despojados y las comunidades se encuentran en una lucha continua por sobrevivir. Ese es el impacto destructivo de la manipulaci\u00f3n de las prisiones.<\/p>\n\n\n\n

    \u00bfAyudar\u00e1 a abogar por cambiar esta pr\u00e1ctica?<\/strong><\/p>\n\n\n\n

    Si bien la Oficina del Censo est\u00e1 en la mejor posici\u00f3n para poner fin a la manipulaci\u00f3n de las c\u00e1rceles de forma permanente y a escala nacional, se necesita una acci\u00f3n estatal para abordar este problema mientras tanto, particularmente antes del pr\u00f3ximo ciclo de redistribuci\u00f3n de distritos en 2030.<\/p>\n\n\n\n

    Voting Access for All Coalition le pide que se una a nosotros para poner fin a la manipulaci\u00f3n de las prisiones en el estado de Michigan.<\/p>\n\n\n\n
