Speak Out on the 2030 Census Proposals by November 2!"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Being incarcerated does not erase your connection to your community.<\/strong> Your family, your neighborhood, and your voice still matter. Where you are counted should reflect that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Census Bureau has proposed changes to the 2030 Census that would affect who gets counted, where people are counted, and what information is collected about our communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The deadline to submit a public comment is Monday, November 2, 2026.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For VAAC, this is an opportunity to speak out about prison gerrymandering, fair representation, and the importance of counting all our communities accurately.<\/p>\n\n\n\n<h2 id=\"what-s-being-proposed\" class=\"wp-block-heading\"><strong>What&#8217;s Being Proposed?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Census Bureau&#8217;s proposals would:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Change who counts toward congressional representation.<\/strong> U.S. citizens and lawful permanent residents would be included, while other noncitizen residents would be excluded from the population used to allocate seats in the U.S. House of Representatives.<\/li>\n\n\n\n<li><strong>Remove race and ethnicity questions<\/strong> from decennial census questionnaires, raising concerns about the detailed information communities use to identify discrimination and protect voting rights.<\/li>\n\n\n\n<li><strong>Change how residency is determined<\/strong>, including establishing a January 3 through April 1 residence period and using tax records to help determine where people live.<\/li>\n\n\n\n<li><strong>Continue counting incarcerated people at correctional and detention facilities<\/strong>, including juvenile facilities, instead of at their home addresses.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These are proposed rules, not changes that have already taken effect.<\/p>\n\n\n\n<h2 id=\"why-vaac-is-speaking-out-about-prison-gerrymandering\" class=\"wp-block-heading\"><strong>Why VAAC Is Speaking Out About Prison Gerrymandering<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For VAAC, ending prison gerrymandering is central to this conversation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When incarcerated people are counted at prisons and those population numbers are used to draw voting districts without adjustment, political representation shifts away from the communities where those individuals lived before incarceration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed Census rules would continue the existing practice of counting people at correctional facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We are urging the Census Bureau to count incarcerated people in their home communities and provide states with the information needed to end prison gerrymandering.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VAAC also opposes excluding residents from congressional representation and removing demographic questions that help communities identify discrimination and protect voting rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can read more about these issues in our earlier post: <a href=\"https:\/\/votingaccessforall.org\/es\/2026\/10\/proposed-2030-census-changes-whats-at-stake-for-michigan-and-how-to-submit-a-public-comment\/\" target=\"_blank\" rel=\"noreferrer noopener\">Proposed 2030 Census Changes: What&#8217;s at Stake for Michigan and How to Submit a Public Comment<\/a>.<\/p>\n\n\n\n<h2 id=\"how-to-submit-your-public-comment\" class=\"wp-block-heading\"><strong>How to Submit Your Public Comment<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>You have until Monday, November 2, to make your concerns part of the official public record.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s how:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Ir a <a href=\"https:\/\/www.regulations.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Regulations.gov<\/a>.<\/li>\n\n\n\n<li>Search for docket <strong>USBC-2026-0628<\/strong>.<\/li>\n\n\n\n<li>Find the proposed rule titled <em>Decennial Census of the Population of Americans; Proposed Residence Criteria and Proposed Regulations for Demographic Questions<\/em>.<\/li>\n\n\n\n<li>Hacer clic <strong>Comentario<\/strong> and enter or attach your comments.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">You do not need to be a Census expert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can focus on one issue or several.
