{"id":269733,"date":"2026-09-10T21:40:46","date_gmt":"2026-09-11T01:40:46","guid":{"rendered":"https:\/\/votingaccessforall.org\/?p=269733"},"modified":"2026-09-10T21:40:49","modified_gmt":"2026-09-11T01:40:49","slug":"proposal-1-is-on-michigans-november-ballot-what-a-constitutional-convention-could-mean","status":"publish","type":"post","link":"https:\/\/votingaccessforall.org\/es\/2026\/09\/proposal-1-is-on-michigans-november-ballot-what-a-constitutional-convention-could-mean\/","title":{"rendered":"Proposal 1 Is on Michigan\u2019s November Ballot: What a Constitutional Convention Could Mean"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Michigan voters will see <strong><a href=\"https:\/\/www.michigan.gov\/sos\/-\/media\/Project\/Websites\/sos\/BSC-Announcements\/2026\/Ballot-Summary-Language-MMOP-and-ConCon.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Proposal 1<\/a><\/strong> on the November 3 ballot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal asks whether Michigan should convene a constitutional convention, sometimes called a <strong>Con-Con<\/strong>, in 2027 to draft a general revision of the Michigan Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This question appears automatically every 16 years under <a href=\"https:\/\/www.legislature.mi.gov\/Publications\/MIConstitution.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Article XII, Section 3 of the Michigan Constitution<\/a>. It was not placed on the ballot through a petition campaign or by the Legislature.<\/p>\n\n\n\n<h2 id=\"what-exactly-does-proposal-1-ask\" class=\"wp-block-heading\"><strong>What exactly does Proposal 1 ask?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The official ballot question asks:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state\u2019s voters for their approval or rejection?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A vote to convene a convention would <strong>not immediately change Michigan\u2019s constitution<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, it would begin a process to elect convention delegates, hold the convention, and develop proposed constitutional revisions. Whatever the convention ultimately proposed would have to go back before Michigan voters for approval or rejection.<\/p>\n\n\n\n<h2 id=\"a-constitutional-convention-is-broader-than-a-single-amendment\" class=\"wp-block-heading\"><strong>A constitutional convention is broader than a single amendment<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important things to understand about Proposal 1 is the difference between a constitutional convention and a ballot proposal that changes one specific part of the constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A constitutional convention would have the authority to consider a <strong>general revision<\/strong> of the Michigan Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Michigan\u2019s constitution addresses subjects including individual rights, elections, the legislative, executive and judicial branches, local government, education, taxation and public finance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That does not mean a convention would necessarily change every part of the constitution. It does mean delegates could consider changes across a much broader range of subjects than voters see in a typical constitutional amendment.<\/p>\n\n\n\n<h2 id=\"michigan-already-has-a-process-for-targeted-constitutional-changes\" class=\"wp-block-heading\"><strong>Michigan already has a process for targeted constitutional changes<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A constitutional convention is not the only way Michigan\u2019s constitution can be changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The constitution allows amendments to be proposed by the Legislature and submitted to voters. Michigan residents can also propose <a href=\"https:\/\/www.legislature.mi.gov\/Publications\/MIConstitution.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">constitutional amendments through the petition process.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those methods allow voters to consider individual constitutional changes without convening a convention for a general revision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Michigan voters have used the amendment process many times since the current constitution took effect, including to make changes involving voting and elections.<\/p>\n\n\n\n<h2 id=\"who-would-write-the-proposed-revisions\" class=\"wp-block-heading\"><strong>Who would write the proposed revisions?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If Proposal 1 is approved, convention delegates would be elected before the convention begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once convened, the delegates would select officers, establish rules and conduct the work of reviewing the constitution and drafting proposed revisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is one reason the question of <strong>who becomes a delegate<\/strong> has become part of the debate over Proposal 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opponents have raised concerns about the potential influence of political organizations, wealthy donors, lobbyists, and other interests in delegate elections and during the convention process. They have also raised questions about what campaign finance and disclosure requirements would apply to constitutional convention delegate campaigns.<\/p>\n\n\n\n<h2 id=\"what-could-be-reconsidered\" class=\"wp-block-heading\"><strong>What could be reconsidered?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Because the convention would consider a general revision, a wide range of provisions could be discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the Michigan Constitution contains provisions addressing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Voting and elections<\/li>\n\n\n\n<li>Individual rights<\/li>\n\n\n\n<li>Legislative and executive powers<\/li>\n\n\n\n<li>Courts<\/li>\n\n\n\n<li>Education and public universities<\/li>\n\n\n\n<li>Local government<\/li>\n\n\n\n<li>Taxation and government finance<\/li>\n\n\n\n<li>Public employee systems<\/li>\n\n\n\n<li>Constitutional amendments and ballot initiatives<\/li>\n<\/ul>\n\n\n\n<h2 id=\"what-are-opponents-concerned-about\" class=\"wp-block-heading\"><strong>What concerns are being raised about Proposal 1?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.protectmiconstitution.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">bipartisan coalition of more than 30 policy and advocacy organizations<\/a> representing a wide range of interests and priorities is opposing Proposal 1. The coalition includes organizations that often disagree on policy but share concerns about opening Michigan\u2019s constitution to a general revision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opponents argue that a constitutional convention would open Michigan\u2019s constitution to a much broader revision process than a ballot proposal addressing one specific issue.<\/p>\n\n\n\n<h3 id=\"the-convention-could-consider-changes-across-the-constitution\" class=\"wp-block-heading\"><strong>The convention could consider changes across the constitution<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Opponents argue that this broad authority creates uncertainty because many areas of the constitution could be reconsidered at once, rather than through one targeted amendment at a time.<\/p>\n\n\n\n<h3 id=\"special-interests-could-try-to-influence-delegate-elections\" class=\"wp-block-heading\"><strong>Special interests could try to influence delegate elections<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Opponents argue that delegate elections could give wealthy donors, political organizations, lobbyists, and out-of-state interests significant opportunities to influence who participates in rewriting Michigan\u2019s constitution.<\/p>\n\n\n\n<h3 id=\"a-convention-would-cost-public-money\" class=\"wp-block-heading\"><strong>A convention would cost public money<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A constitutional convention would involve an election for delegates, the operation of the convention itself, and another statewide vote on whatever constitutional revisions the convention ultimately proposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opponents of Proposal 1 estimate that the process could cost Michigan taxpayers <a href=\"https:\/\/www.protectmiconstitution.com\/faqs\" target=\"_blank\" rel=\"noreferrer noopener\">nearly <strong>$80 million<\/strong><\/a> and argue that those public dollars could instead be used for other state needs.<\/p>\n\n\n\n<h2 id=\"michigan-has-been-asked-this-question-before\" class=\"wp-block-heading\"><strong>Michigan has been asked this question before<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Michigan has had four state constitutions, adopted in <strong>1835, 1850, 1908 and 1963<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current constitution came out of the 1961-62 constitutional convention and was approved by voters in 1963.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then, the automatic constitutional convention question has appeared on the ballot in <strong>1978, 1994 and 2010<\/strong>. Michigan voters <a href=\"https:\/\/www.michigan.gov\/sos\/-\/media\/Project\/Websites\/sos\/01mcalpine\/Initia_Ref_Under_Consti_1208.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">rejected holding a new convention by large margins each time<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the constitution requires the question to return every 16 years, voters are being asked again in 2026.<\/p>\n\n\n\n<h2 id=\"where-vaac-will-be-discussing-proposal-1\" class=\"wp-block-heading\"><strong>Where VAAC will be discussing Proposal 1<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">VAAC is including Proposal 1 in our voter education work ahead of the November election.
