El 24 de octubre de 2021, Rory Kramer, PhD y Brianna Remster, PhD de la Universidad de Villanova presentaron un testimonio escrito ante la Comisi\u00f3n de Redistribuci\u00f3n de Distritos de Ciudadanos Independientes de Michigan (MICRC, por sus siglas en ingl\u00e9s) abogando contra la manipulaci\u00f3n de las prisiones en Michigan. Como cient\u00edficos sociales, Kramer y Remster crearon un modelo para estimar el impacto de la manipulaci\u00f3n de las prisiones en la representaci\u00f3n legislativa.   1. A diferencia de otros estados que hemos analizado, debido a que la Comisi\u00f3n de Michigan no empaquet\u00f3 a personas de color en distritos urbanos, ninguno de los distritos creci\u00f3 lo suficiente despu\u00e9s de nuestros an\u00e1lisis como para volverse legalmente demasiado grande. Sin embargo, nos preocupa que los Distritos 9 y 73 de la C\u00e1mara de Representantes crezcan cerca de ese l\u00edmite, dentro de los 1000 residentes del tama\u00f1o m\u00e1ximo, utilizando nuestra estrategia de estimaci\u00f3n conservadora. El Distrito 9 es mayoritariamente negro y el Distrito 73 tiene m\u00e1s residentes de color que el estado en su conjunto (34% en comparaci\u00f3n con aproximadamente 25%).<\/li>
  2. Por otro lado, los distritos 107 y 70 de la C\u00e1mara de Representantes tienen una porci\u00f3n tan grande de su poblaci\u00f3n encarcelada que ser\u00edan constitucionalmente demasiado peque\u00f1os si Michigan reasignara a las personas encarceladas a sus comunidades de origen. Tanto el 107 como el 70 tendr\u00edan m\u00e1s de 1500 residentes por debajo del tama\u00f1o l\u00edmite del distrito si no fuera por las personas encarceladas. Adem\u00e1s, estos dos distritos propuestos son desproporcionadamente blancos no hispanos, mientras que los habitantes de Michigan encarcelados son desproporcionadamente negros y latinos.<\/li>
  3. Estos impactos no son una simple divisi\u00f3n urbano\/rural. La mayor\u00eda de los distritos rurales no contienen prisiones\u2014solo 15 Distritos de la C\u00e1mara y 10 Distritos del Senado tienen instalaciones penitenciarias estatales de cualquier tama\u00f1o\u2014lo que significa que la representaci\u00f3n de la mayor\u00eda de los residentes rurales se ve afectada negativamente al contar a las personas encarceladas donde est\u00e1n recluidas. De hecho, la mayor\u00eda de los residentes de Michigan tienen menos representaci\u00f3n debido a esta pol\u00edtica, mientras que una peque\u00f1a porci\u00f3n tiene m\u00e1s representaci\u00f3n simplemente porque vive cerca de una prisi\u00f3n.<\/li>
  4. La Figura 1 muestra que contar a las personas encarceladas en las instalaciones correccionales aumenta la representaci\u00f3n blanca en todos los \u00e1mbitos. Aunque solo se benefician los distritos con prisiones, el ciudadano blanco promedio de Michigan vive en un distrito residencial que tiene 56 residentes m\u00e1s de lo que tendr\u00eda sin la manipulaci\u00f3n de las prisiones. Para los distritos senatoriales, el residente blanco promedio tiene 30 personas m\u00e1s.<\/li>
  5. Contar a las personas encarceladas en los centros penitenciarios perjudica la representaci\u00f3n negra en Michigan (consulte la Figura 1). El ciudadano negro de Michigan promedio vive en un distrito residencial que tiene 316 residentes menos debido a la manipulaci\u00f3n de las prisiones. Su distrito senatorial tambi\u00e9n tiene en promedio 712 residentes menos.
