Únase a nosotros para un powerful VAAC Friday conversation featuring special guest Eric Anderson desde Organización de exonerados as part of Mes de la segunda oportunidad.

Exonerees are individuals who were wrongfully convicted and have fought to reclaim their freedom. Their experiences expose deep failures within our criminal legal system y el lasting impact of wrongful incarceration on individuals, families, and entire communities. Read more about Eric Anderson here: https://www.michiganpublic.org/criminal-justice-legal-system/2025-11-17/new-report-on-a-wrongful-conviction-highlights-old-missteps-in-hopes-of-preventing-future-mistakes

This conversation will focus on what happens after exoneration and how people move forward after the system gets it wrong.

During Mes de la segunda oportunidad, we recognize the importance of restoring opportunity y supporting people as they rebuild their lives. This conversation will explore how compromiso cívico y votación become critical pathways for reclaiming voice, agency, and power.

Participation in the democratic process is about more than casting a ballot. It is about being heard, shaping change, and ensuring that what happened to them does not happen to others.

This is an opportunity to listen, learn, and deepen our understanding of the connection between justice, democracy, and building civic power, and why those most impacted must be at the center of this work.

This statewide day of action brings community members together to engage directly with lawmakers on issues including voting rights, reproductive freedom, healthcare access, and economic justice.

As part of this effort, VAAC will be meeting with legislators to provide education about SB 603 / HB 4812 (Voting Access for Returning Citizens) and SB 537 (ending prison gerrymandering) and to discuss the importance of these policies for communities across Michigan. Our team, including our high school interns, will participate in these conversations and learn how policy decisions shape access to civic participation.

Voting Access for Returning Citizens (SB 603 / HB 4812)

In Michigan, voting rights are automatically restored to individuals with felony convictions once they are released from prison. However, many people returning home are not aware that they are eligible to vote or do not have the information needed to successfully register and participate.

SB 603, introducido por La senadora estatal Stephanie Chang, y HB 4812, introducido por El representante estatal Joe Pavlov, address this gap by ensuring that individuals leaving incarceration receive clear, accurate information about their voting rights and how to participate in elections upon release.

This includes information on:

Eligibility after release

How to register to vote

How to vote in person or by absentee ballot

Key election dates

Providing this information ensures that returning citizens have the tools they need to participate in civic life.

When people are not informed that their rights have been restored, they are effectively excluded from the democratic process even after release.

Prison Gerrymandering (SB 537)

manipulación de prisiones is the practice of counting incarcerated people where they are imprisoned, rather than in their home communities, for the purpose of drawing political district lines.

In Michigan, incarcerated individuals are currently counted as residents of the districts where they are confined, not the communities they come from.

This outdated policy:

Distorts district maps

Shifts resources away from impacted communities

Silences the voices of communities most impacted by incarceration

This bill is intended to restore fair representation and political power to impacted communities.

Únase a nosotros en 10 a. m. en April 23rd Para el VAAC Statewide Jail Voting Work Group, where we are building and advancing coordinated statewide efforts to ensure individuals legally eligible to vote while detained in jail have access to the ballot in Michigan.

For years, eligible voters in Michigan jails have fallen through the cracks. Many people detained pretrial or otherwise not serving a sentence are legally eligible to vote, yet barriers inside facilities continue to prevent them from casting a ballot, silencing their voices

This work is about building the infrastructure, relationships, y accountability systems needed to change that.

During this meeting, we’ll walk through how we are moving into coordinated implementation, incluido clear roles, next steps, y opportunities to plug in immediately.

If you work in or around jails, have relationships with clerks or sheriffs, are engaged in reentry or civic education work, or are committed to ensuring democracy includes every eligible voter, your participation is critical to this work.

Local governments continue taking action in opposition to documentary proof of citizenship requirements and in support of Michigan’s current election system.

These proposals would require people to provide specific citizenship documents, such as a passport or birth certificate, in order to register to vote, creating new barriers for eligible voters. In Michigan, voters choose our leaders, not the other way around. These requirements would make it harder for many people to participate in elections.

Communities across Michigan are responding by passing local resolutions opposing these requirements.

Public Comment Takeovers are happening this Monday, April 20, giving community members the opportunity to speak directly with local officials in Southfield y Lansing.

The Michigan House has passed HB 4765, a bill that would require prueba documental de ciudadanía to register to vote. The bill now moves to the Michigan Senate and has not yet become law.

These kinds of proposals are presented as common-sense enforcement. In practice, they could block over 700,000 Michigan citizens from registering and voting.

There is still an opportunity to influence what happens next.

Qué significa esto

This bill would require prueba documental de ciudadanía, meaning voters would need to provide specific documents such as a passport or birth certificate in order to register.

Approximately 60% of Michigan residents, over 5.8 million people, do not have a passport. For many, obtaining the required documents can be costoso y consume mucho tiempo. A passport costs $165 and can take 4–6 weeks to process, y birth certificates can cost more than $30.

National estimates suggest that around 1 in 10 adult citizens do not have ready access to citizenship documents. Applied to Michigan, that means hundreds of thousands of eligible voters lack the documents required under this proposal.

Por qué esto es importante

Barriers at the registration stage prevent people from voting at all.

Similar policies in states like Kansas and Arizona blocked tens of thousands of eligible citizens from registering and voting.

These requirements would also make it harder to register online or by mail and would limit community-based registration efforts that help people sign up at schools, community centers, and public events.

Michigan voters have already acted to protect access to voting in the state Constitution. This proposal would roll back those protections by adding new requirements that make participation harder.

What We’re Seeing

A small group of elected officials, backed by well-funded national interests, are advancing policies that would change who is able to participate in elections.

Tomar acción

Contact your State Senator and tell them this proposal would create barriers to voter registration and prevent eligible Michigan citizens from participating.
