If you still have your absentee ballot, you should return it ASAP! Before you do, remember to sign your ballot envelope with your official signature. You can return your absentee ballot to your city or township clerk’s office, to a secure drop box in your city or township, or you can bring your completed absentee ballot to your early voting site or to your polling place on Election Day (May 5) and feed it into a tabulator. Unless you’re serving in the military or living overseas, we no longer recommend returning your ballot by mail.

Local governments across Michigan continue taking action in opposition to documentary proof of citizenship requirements and in support of the state’s current election system.

On Monday evening, the Lansing City Council unanimously passed a MI Democracy Resolution opposing these requirements.

Community members showed up, stayed late into the evening, and made sure their voices were heard. The meeting went past 10:00 PM, with residents continuing to speak directly to local officials about how these proposals would affect their communities.

This outcome reflects ongoing organizing and coordination across a statewide coalition, including Voting Access for All Coalition (VAAC), League of Women Voters, Michigan United, Voters Not Politicians, Common Cause, One Love Global, MI Poder, and other partners supporting outreach, public comment, and local engagement.

Local reporting highlighted concerns from election officials about the real impact of these proposals. As reported by Fox 47, Lansing City Clerk Chris Swope, who has overseen elections for two decades, emphasized that documentary proof of citizenship requirements would create barriers for eligible voters while addressing a problem that rarely occurs.

“I can tell you the way to have a safe, secure and accurate election is to increase turnout. So I encourage everyone to get out to the polls,” Swope said.

“The number of non-citizens who vote is so minuscule, especially when you compare it to the number of people who are not going to have this documentary proof.”

You can read more here:
https://www.fox47news.com/neighborhoods/downtown-old-town-reo-town/lansing-voting-rights-resolution-sparks-debate-over-citizenship-proof-requirements

At the same time, Southfield City Council heard testimony and has referred a similar resolution to its legislative committee, with the expectation that it will return for consideration at an upcoming meeting.

What these resolutions address

These MI Democracy Resolutions respond to proposals that would require people to provide specific citizenship documents, such as a passport or birth certificate, in order to register to vote.

For many people, this means dealing with red tape like paying fees, taking time off work, traveling to government offices, or trying to track down records that may not exist or do not match their current legal name. These added costs and barriers can act as a poll tax, preventing eligible voters from registering and voting.

Michigan has made significant investments in expanding access to voting, including same-day registration, no-excuse absentee voting, and early voting.

State and federal law already prohibit non-citizens from voting.

State and local connection

This work is happening alongside action at the state level.

In Michigan, HB 4765 has passed the House and is now in the Senate. This bill closely resembles the SAVE Act and would require documentary proof of citizenship to register to vote.

This bill would do the same. It would force people to navigate red tape and pay to access documents like birth certificates or passports. These added costs and barriers can act as a poll tax, and would prevent eligible Michigan voters from registering and voting.

Nearly 700,000 Michiganders do not have or cannot easily access the documents required under this proposal. Requiring them would prevent eligible voters from registering and voting.

Public Comment Takeovers

Public Comment Takeovers remain a key strategy in communities where resolutions have not yet been brought forward or passed.

Community members are organizing to attend meetings, speak during public comment, and ask local leaders to pass MI Democracy Resolutions opposing documentary proof of citizenship requirements.

Speaking from your own experience and perspective matters. Local leaders are paying attention to who shows up and what they are hearing from residents.

Additional Communities

Organizing efforts are ongoing in a number of communities, including:

Oakland County Board of Commissioners

East Lansing City Council

Ingham County Board of Commissioners

Kalamazoo City Council

Warren City Council

Sterling Heights City Council

Harper Woods City Council

Genesee County Board of Commissioners

Adrian City Council

Cadillac City Council

Eaton County

Clinton County

Watertown Township

Farmington Hills City Council

Cass County Board of Commissioners

Mt. Pleasant City Council

Charlevoix City Council

West Bloomfield Township

If you have connections in any of these communities or are interested in supporting this work:

Email contact@votingaccessforall.org and put “DPOC Resolution Help” in the subject line, or call 248-302-4463

Local leaders are paying attention to who shows up and who speaks out. When you attend meetings, share your perspective, or connect with leaders in your community, you help shape decisions.

This is how we build civic power.

There has been a lot of conflicting information circulating about the SAVE Act, and as of now, there has been little coverage from major news sources.

Based on information from the Campaign Legal Center (CLC), the U.S. Senate has stopped debate on the SAVE Act. This means the bill has effectively stalled and did not advance in the Senate.

This is a shift from where things stood in February, when the House of Representatives passed the bill and it moved to the Senate for consideration.

What the SAVE Act would do

As previously shared, the SAVE Act would require documentary proof of citizenship to register to vote or update voter registration. This could include documents such as a passport, certified birth certificate, or naturalization papers.

These requirements would add new steps to the registration process and could make it harder for eligible voters to register or stay registered.

Who could be impacted

Accessing these documents can require time, cost, and supporting paperwork. Based on prior analysis and national advocacy reporting, barriers could fall most heavily on:

People impacted by incarceration, poverty, or housing instability

People whose documents do not match their current name

Elderly voters

Naturalized citizens

Voters with limited access to transportation or government offices

It is already illegal for noncitizens to vote in federal or state elections. Proposals like this add additional documentation requirements for people who are already eligible.

What happens next

Because the Senate stopped debate, the SAVE Act did not move forward at this time.

However, similar proposals continue to move forward at the state and local level.

In Michigan, HB 4765 has already passed the House and is now in the Senate. Like the federal SAVE Act, it would require documentary proof of citizenship to register to vote and could create barriers for eligible voters across the state.

At the same time, local governments across Michigan are taking action by passing resolutions opposing these types of requirements.

Take action

There are multiple ways to engage right now:

Contact your State Senator and share how HB 4765 could impact you or your community

Show up to local meetings and public comment opportunities where documentary proof of citizenship policies are being discussed

Speak from your experience. Local leaders are hearing directly from community members, and those voices are shaping decisions

What is happening at the federal level, in Lansing, and in local communities is connected. Participation at every level is how civic power is built.

We will continue sharing updates as this develops.

Recent national headlines have focused on a demand from the U.S. Department of Justice (DOJ) for Wayne County’s 2024 election ballots and materials.

There’s an important detail that has gotten lost in some of the coverage:

The DOJ requested these records from the wrong office.

In Michigan, local clerks run elections and maintain election records, not the county clerk. The materials the DOJ is asking for are held by local city and township clerks.

This reflects a basic misunderstanding of how elections work in Michigan.

How elections actually work in Michigan
Elections in Michigan are run at the local level.

That means:
→ Local clerks administer elections in their communities
→ Local election workers and volunteers manage polling locations
→ Local offices maintain ballots and election records

There are checks and balances built into every step of the process, carried out by people in our communities.

What state leaders are saying

Michigan’s Attorney General, Governor, and Secretary of State have responded, raising concerns about this request and what it represents.

Attorney General Dana Nessel:
“Recycling debunked 2020 election conspiracy theories as justification to demand copies of the ballots of Michigan residents is a clear attempt to bully clerks and spread fear, even after Donald Trump won Michigan in 2024. If this administration wants to bring this circus to our state, my office is prepared to protect the people’s right to vote.”

Governor Gretchen Whitmer:
“Michigan’s elections are safe and secure, and any attempt to suggest otherwise is an attempt to take away Michiganders’ constitutional right to vote. More than 1,600 locally elected clerks across Michigan ensure that every citizen can vote and have their vote counted.”

Secretary of State Jocelyn Benson:
“We won’t be intimidated by these tactics. We stand with Wayne County to ensure we protect the integrity of our elections and the privacy of Michigan voters. And we are ready to do the same with any other Michigan clerks DOJ threatens in this way. As always, we will follow the law and fight to protect our secure, accessible election system against this administration’s ongoing abuse of power.”

What this means
This situation highlights two things:

→ Michigan’s elections are run locally, with systems in place to ensure accuracy and accountability.
→ There are ongoing efforts to question or interfere with how elections are administered.

Michigan voters choose our leaders. Not the other way around.

Local election officials, workers, and volunteers carry out the work that makes that possible.

Stay engaged

We will continue to share updates as more information becomes available.

Local governments continue taking action in opposition to documentary proof of citizenship requirements and in support of Michigan’s current election system.

These proposals would require people to provide specific citizenship documents, such as a passport or birth certificate, in order to register to vote, creating new barriers for eligible voters. In Michigan, voters choose our leaders, not the other way around. These requirements would make it harder for many people to participate in elections.

Communities across Michigan are responding by passing local resolutions opposing these requirements.

Public Comment Takeovers are happening this Monday, April 20, giving community members the opportunity to speak directly with local officials in Southfield and Lansing.

Local governments are passing resolutions opposing documentary proof of citizenship requirements and affirming support for the state’s current election system.

On Tuesday, April 7, both the Kalamazoo County Board of Commissioners and Meridian Township adopted resolutions addressing the proposed ballot initiative that would require documentary proof of citizenship to register and vote.

These actions add to a growing list of localities taking a stand against policies that could create serious impediments for eligible voters.

Statewide Action

Communities throughout the state are considering similar resolutions that support the state’s current election system and raise concerns about the impact of these requirements.

Detroit, Washtenaw County, Ypsilanti, Wayne County, and Pontiac have already passed similar resolutions. Kalamazoo County and Meridian Township now add to that list and reflect action in new regions.

This effort is part of a statewide coalition, including Voting Access for All Coalition (VAAC) and partners working to ensure voters understand what this initiative would mean in practice.

Public Comment Takeovers

Public Comment Takeovers remain a key strategy in communities where resolutions have not yet advanced.

Community members are organizing to attend meetings, speak during public comment, and urge local governing bodies to bring forward measures opposing documentary proof of citizenship requirements.

Organizing is ongoing in:

Ingham County

Lansing City Council

East Lansing City Council

Genesee County

Flint City Council

Southfield City Council

Warren City Council

Harper Woods City Council

Adrian City Council

Houghton County

These efforts are focused on moving stalled resolutions forward and ensuring local leaders hear directly from those who would be affected.

What This Means

Each resolution passed shows concern that these new “Show Your Papers” laws would create additional hurdles for people eligible to vote.

This would shift the burden onto individuals to obtain documents that can be costly, difficult to access, or may not reflect current legal names.

For many people, including those experiencing housing instability, low-income residents, and others navigating systemic barriers, this could make it harder to register and vote.

Take Action

Public Comment Takeovers are underway in communities where resolutions have not yet been brought to a vote, and we need your help. We ask that you attend meetings, speak during public comment, and call on local governing bodies to take up resolutions opposing the ballot initiative.

Talking points and support are available for those who sign up to participate.

If you have relationships in any of the communities listed above or are able to attend an upcoming meeting, your voice is needed.

We will continue sharing opportunities to get involved as this work moves forward.

These legal challenges are centered on a core issue: who has the authority to run elections.

States determine how elections are conducted, including how mail-in voting works. The lawsuits argue that this order attempts to bypass that authority by creating federal citizenship lists and requiring USPS to transmit mail-in or absentee ballots only to voters on state-specific lists.

In Michigan, mail-in voting is widely used. State election data shows that over 2.2 million Michigan voters voted by mail in 2024, and more than 25% of active registered Michigan voters had joined the permanent vote-by-mail list.

Changes to mail-in voting policies would directly impact participation in elections, especially voters who depend on mail-in voting.

RESPONSE FROM MICHIGAN LEADERS

While Michigan Attorney General Dana Nessel is part of the multi-state lawsuit challenging the Executive Order, Michigan Secretary of State Jocelyn Benson announced that the will make it harder, will make it harder for eligible Michigan citizens to vote, and will be challenged in court.

Michigan elected officials across the state have also stated they will oppose efforts to restrict mail-in voting and defend current voting options.

Michigan Secretary of State Jocelyn Benson has also raised concerns about proposals tied to the order, including the creation of a national voter list, and how those efforts could affect people’s ability to vote and data privacy.

WHY THIS MATTERS

Mail-in voting is not a secondary option for many voters.

For people in jail who are legally eligible to vote, it is the only way to cast a ballot.

For voters without reliable transportation, unstable housing, disabilities, or work constraints, mail-in voting is often the most accessible option.

Changes to mail-in voting do not affect all voters equally. They add new obstacles for people who already have difficulty participating.

WHAT VAAC WANTS OUR COMMUNITY TO KNOW

Mail-in voting is secure and remains a reliable option. Elections are run by states, and state officials are responsible for how voting is administered. This executive order is an attempt to keep people from voting. Michigan is challenging it in court alongside other states and civil rights and voting rights organizations.

In the United States, voters pick our leaders. Not the other way around.

Earlier this week, President Donald Trump signed an Executive Order targeting mail-in voting, an action that could make it more difficult or impossible for eligible voters to cast a ballot and create confusion about how to vote.

This move is part of a broader effort to control who can vote and influence election outcomes before ballots are cast.

WHAT HAPPENED + LEGAL CONTEXT

By April 1, lawsuits were filed by the Democratic Senatorial Campaign Committee, the Democratic Congressional Campaign Committee, the Democratic National Committee, the Democratic Governors Association, and Democratic congressional leaders challenging the order.

Additional lawsuits were filed on April 2 by a broad coalition of civil rights and voting rights organizations:

Brennan Center for Justice

ACLU Nationwide

ACLU Massachusetts

NAACP Legal Defense Fund

Advancing Justice – AAJC

LatinoJustice PRLDEF

Representing:

League of Women Voters Massachusetts

League of Women Voters US

Association of American Residents Overseas (AARO)

U.S. Vote Foundation

OCA – Asian Pacific American Advocates

Delta Sigma Theta Sorority, Inc.

Similar efforts to influence elections through executive action have been struck down before. The president does not have the legal authority to set the rules for how elections are run. States determine how elections are conducted.

WHAT THIS MEANS FOR VOTERS

Policies that target mail-in voting can:

Disrupt how people vote

Raise uncertainty about voting rules and eligibility

Add new challenges for people who already face obstacles to voting

We know from our work across Michigan that lack of clear information and misinformation already prevent people from participating in elections.

When new restrictions or changes are introduced, those barriers increase.

PATTERN

This Executive Order is part of a pattern of coordinated efforts to impose voting restrictions across Michigan and the country.

This is taking shape through legislation, ballot proposals, and policy changes across Michigan.

Proposals to require documentary proof of citizenship backed by out-of-state interests (Americans for Citizen Voting), also known as the “Show Your Papers Act”

Federal legislation like the SAVE Act

State-level bills like HB 4765 in Michigan, known as the “Michigan SAVE Act”

Other measures that restrict or eliminate voting by mail

All of this points in the same direction: making it harder to participate and shaping election outcomes before votes are cast.

JAIL VOTING IMPACT

For many voters, changes to mail voting may seem like a policy issue. For people in jail, it determines whether they can vote at all.

In Michigan, many people in jail are legally eligible to vote. But they have one way to do it: by mail.

They cannot go to a polling place.
They cannot access early voting.
They do not have a backup option.

When mail voting is restricted or cut off, access does not just become harder. It disappears.

This is how people lose their vote without ever losing their rights.

IMPACTED COMMUNITIES

These policies disproportionately affect the same communities we serve every day, including people who are justice-impacted, people experiencing housing instability, older adults, students, and others with limited access to resources.

WHAT MICHIGAN LEADERS ARE SAYING

Michigan Secretary of State Jocelyn Benson stated:

The executive order is illegal

States, not the president, run elections

The order could create confusion and make it harder for eligible voters to vote

She also affirmed that Michigan elections are already secure and that her office will challenge the order in court.

WHAT VAAC WANTS OUR COMMUNITY TO KNOW

Your vote is your right. You can vote if you have a felony or misdemeanor, are on probation, parole, or tether, are detained awaiting arraignment, trial, or sentencing, do not have a Michigan ID, have unstable housing, have a disability, or are a naturalized citizen.

Planting doubt and narrowing voting options are not new tactics used to manipulate how elections are conducted.

Accurate information is critical right now.

We have seen firsthand how systemic obstacles and unclear voting requirements prevent people from voting, especially in communities that are already underrepresented and have been historically excluded.

We will not waiting to see the impact of these changes. We are organizing to ensure that every eligible voter can participate and that elections remain accessible, fair, and free.

TAKE ACTION

We are encouraging our community to contact your elected officials in Congress:

Public Comment Takeovers are pushing local governments to act on similar resolutions that have stalled. If you are able to help in these areas, your voice is needed.

Statewide Action and Coordination

This resolution is part of a coordinated effort led by a statewide documentary proof of citizenship coalition, which Voting Access for All Coalition (VAAC) is proud to be a part of, in community with All Voting is Local Michigan, Common Cause Michigan, Voters Not Politicians, VoteRiders, United Way of Southeast Michigan, Progress Michigan, and many more.

Where This Work Is Happening

Organizing is underway in these communities, with Public Comment Takeovers pushing local officials to act on stalled resolutions. Residents are being asked to attend meetings, speak during public comment, and call for action opposing documentary proof of citizenship requirements.

Ingham County

Lansing City Council

East Lansing City Council

Genesee County

Southfield City Council

Warren City Council

Harper Woods City Council

Adrian City Council

Houghton County

The coalition is looking to connect with people who have relationships in these communities and are ready to support this work.

What Local Leaders Are Saying

Council members and the mayor voted together to oppose the initiative, citing concerns that many eligible voters would face barriers in accessing the documents required to cast a ballot.

This initiative would require voters to provide documents such as a birth certificate or passport, documents that can be costly, difficult to obtain, or may not match current legal names.

As shared in reporting, VAAC Executive Director Angela Davenport stated:
“This falls on residents who are being asked to navigate systems that were never built with them in mind.”

Council members also raised concerns about the real impact on their community, including:

Residents who may not have access to original birth certificates

Naturalized citizens whose documents may not match U.S. naming conventions

Married individuals whose names differ from their birth records

Families facing financial barriers to obtaining documents like passports

What This Means

This action by Pontiac adds to growing concern across Michigan about policies that could prevent eligible voters from participating in elections.

Current law already requires voters to attest to their citizenship when registering and voting.

Efforts like this can create new barriers for eligible voters, especially for communities already facing challenges accessing identification, stable housing, and other essential resources.

Local governments speaking out reflect growing concern about how these policies would impact real people across Michigan.
