<p class="wp-block-paragraph">Local governments across Michigan continue taking action in opposition to documentary proof of citizenship requirements and in support of Michigan’s current election system.</p>



<p class="wp-block-paragraph">On Tuesday evening, <strong>the Ingham County Board of Commissioners overwhelmingly passed a resolution opposing the federal SAVE Act and the proposed Michigan ballot initiative that would require documentary proof of citizenship to register to vote.</strong></p>



<p class="wp-block-paragraph">The resolution passed by a vote of 12-1. Commissioner Thomas Morgan sponsored the resolution. Commissioner Maiville voted against the measure, while Commissioners Schafer and Ruest were absent.</p>



<p class="wp-block-paragraph">Thank you to everyone who attended the meeting, provided public comment, contacted commissioners, and helped with outreach efforts leading up to the vote.</p>



<p class="wp-block-paragraph">Supporters of these local resolutions continue raising concerns that <a href="https://www.lwv.org/blog/state-level-documentary-proof-citizenship-laws-threaten-voters" target="_blank" rel="noreferrer noopener">documentary proof of citizenship requirements would create barriers for eligible voters by requiring documents such as passports or birth certificates in order to register to vote.</a></p>



<p class="wp-block-paragraph"><a href="https://bipartisanpolicy.org/article/four-things-to-know-about-noncitizen-voting/" target="_blank" rel="noreferrer noopener">State and federal law already prohibit non-citizens from voting.</a> Advocates and local leaders have raised concerns that these proposals would instead create additional hurdles for eligible voters, including people who have changed their names, moved frequently, experienced housing instability, recently returned home from incarceration, or face challenges accessing required documentation.</p>



<p class="wp-block-paragraph">Ingham County now joins a growing list of local governments that have passed resolutions opposing documentary proof of citizenship requirements, including:</p>

<p class="wp-block-paragraph">Local governments across Michigan continue advancing resolutions opposing documentary proof of citizenship requirements as organizing efforts expand into additional communities statewide.</p>



<p class="wp-block-paragraph">This week, the Inkster City Council, Delta Township Board, and Canton Township Board unanimously passed resolutions opposing the SAVE Act and proposed Michigan ballot initiative efforts that would create additional documentation requirements for voters.</p>



<p class="wp-block-paragraph">According to organizers, 21 additional local elected officials voted in support of the resolutions opposing efforts they say would strip power away from Michigan voters and silence our voices.</p>



<p class="wp-block-paragraph"><a href="https://fairelectionscenter.org/michigan-citizenship-fact-sheet" target="_blank" rel="noreferrer noopener">Supporters of the resolutions continue raising concerns that documentary proof of citizenship requirements would create barriers for eligible voters by requiring documents such as passports or birth certificates in order to register to vote.</a></p>



<p class="wp-block-paragraph">Advocates and local leaders have pointed to the impact these requirements could have on people who have moved frequently, changed their names, lost records, recently returned home from incarceration, or face housing instability.</p>



<p class="wp-block-paragraph">Organizers also noted that local clerks in each community publicly expressed support for the resolutions and spoke strongly about the impact these proposals could have on voters and election administration.</p>

<p class="wp-block-paragraph">VAAC joined partners from across Michigan in Lansing for Capitol Day, a statewide day of advocacy focused on voting rights, representation, and accountability.</p>



<p class="wp-block-paragraph">Throughout the day, VAAC met with legislators to provide education on key policies impacting access to voting and fair representation, including:</p>

<p class="wp-block-paragraph">These conversations focused on ensuring that people impacted by incarceration, poverty, housing instability, and systemic exclusion have access to accurate information, fair representation, and the ability to participate in civic life.</p>

<h2 class="wp-block-heading" id="youth-leadership-in-action">Youth Leadership in Action</h2>



<p class="wp-block-paragraph">VAAC’s high school intern participated in Capitol Day and engaged directly with lawmakers and staff.</p>



<p class="wp-block-paragraph">She met with the office of <a href="https://senatedems.com/camilleri/" target="_blank" rel="noreferrer noopener">State Senator Darrin Camilleri</a>, one of the sponsors of <a href="https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0757" target="_blank" rel="noreferrer noopener">SB 757</a>, a bill highlighted in the VAAC youth intern one-pager. During that meeting, she asked questions about the legislative process, career pathways, and what it is like to work in Lansing. She also exchanged contact information with a staff member to continue the conversation and learn more.</p>



<p class="wp-block-paragraph">That same day, she witnessed the Michigan Senate vote on <a href="https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0757" target="_blank" rel="noreferrer noopener">SB 757</a> &#8211; <a href="https://legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0760" target="_blank" rel="noreferrer noopener">SB 760</a>, known as the “Kids Over Clicks” bills. The bills passed while she was at the Capitol, providing a real-time look at how legislation moves and how decisions are made.</p>



<p class="wp-block-paragraph">The youth one-pager she shared with legislators focused on issues that directly impact young people, including:</p>

<p class="wp-block-paragraph">The one-pager highlighted how these policies affect access to information, education, safety, and voting, and centered youth perspectives on what these decisions mean for their future.</p>

<h2 class="wp-block-heading" id="coalition-advocacy-across-issues">Coalition Advocacy Across Issues</h2>



<p class="wp-block-paragraph">Capitol Day brought together organizations and advocates working across voting rights, reproductive freedom, healthcare access, and economic justice.</p>



<p class="wp-block-paragraph"><a href="https://michiganadvance.com/2026/04/29/they-have-never-successfully-silenced-the-mamas-advocates-rally-in-lansing-for-corporate-reform/?fbclid=IwY2xjawRgytNleHRuA2FlbQIxMABicmlkETFpb1VkQlVGNlZaV1NUd0dCc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHvNI0kjm1iJig5iDoF9yOJpuIPJ3jH5Ao3fv30WA_FRXbXjHnQ865-ab-zEc_aem__NNJuTL4PNeVemNaCOX-Iw" target="_blank" rel="noreferrer noopener">On the Capitol steps, leaders and organizers spoke about the role of corporate influence in shaping policy and the need for accountability.</a></p>



<p class="wp-block-paragraph">Advocates called for action to move the <a href="https://mopupmichigan.org/" target="_blank" rel="noreferrer noopener">Michiganders for Money Out of Politics (MMOP)</a> initiative forward, emphasizing the urgency of reducing corporate influence and ensuring that communities, not money, shape decision-making.</p>



<p class="wp-block-paragraph">Speakers also addressed the connection between representation and power, including the impact of recent court decisions on Black and Brown communities and the ongoing need to organize in response.</p>

<h2 class="wp-block-heading" id="a-broader-pattern">A Broader Pattern</h2>



<p class="wp-block-paragraph">The conversations throughout Capitol Day reflected a shared understanding: these issues are connected.</p>



<p class="wp-block-paragraph">Efforts to expand voting access for returning citizens, end prison gerrymandering, oppose documentary proof of citizenship requirements, and address representation all point to the same question — who has access to participate and who has the power to shape decisions.</p>



<p class="wp-block-paragraph">This work is about ensuring that communities are not excluded from the process.</p>

<p class="wp-block-paragraph">Local governments across Michigan continue taking action in opposition to documentary proof of citizenship requirements and in support of the state’s current election system.</p>



<p class="wp-block-paragraph">On Monday evening, the <strong>Lansing City Council unanimously passed a MI Democracy Resolution</strong> opposing these requirements.</p>



<p class="wp-block-paragraph">Community members showed up, stayed late into the evening, and made sure their voices were heard. The meeting went past 10:00 PM, with residents continuing to speak directly to local officials about how these proposals would affect their communities.</p>



<p class="wp-block-paragraph">This outcome reflects ongoing organizing and coordination across a statewide coalition, including <strong>Voting Access for All Coalition (VAAC)</strong>, <strong><a href="https://lwvmi.org/" target="_blank" rel="noreferrer noopener">League of Women Voters</a></strong>, <strong><a href="https://miunited.org/" target="_blank" rel="noreferrer noopener">Michigan United</a></strong>, <strong><a href="https://votersnotpoliticians.com/" target="_blank" rel="noreferrer noopener">Voters Not Politicians</a></strong>, <strong><a href="https://www.commoncause.org/michigan/" target="_blank" rel="noreferrer noopener">Common Cause</a></strong>, <a href="https://www.oneloveglobal.org/" target="_blank" rel="noreferrer noopener"><strong>One Love Global</strong>,</a> <strong><a href="https://mi-poder.org/" target="_blank" rel="noreferrer noopener">MI Poder</a></strong>, and other partners supporting outreach, public comment, and local engagement.</p>



<p class="wp-block-paragraph">Local reporting highlighted concerns from election officials about the real impact of these proposals. As reported by <a href="https://www.fox47news.com/neighborhoods/downtown-old-town-reo-town/lansing-voting-rights-resolution-sparks-debate-over-citizenship-proof-requirements" target="_blank" rel="noreferrer noopener">Fox 47</a>, <a href="https://www.lansingmi.gov/216/About-City-Clerk-Chris-Swope" target="_blank" rel="noreferrer noopener"><strong>Lansing City Clerk Chris Swope</strong></a>, who has overseen elections for two decades, <strong>emphasized that documentary proof of citizenship requirements would create barriers for eligible voters while addressing a problem that rarely occurs.</strong></p>



<p class="wp-block-paragraph"><a href="https://www.fox47news.com/neighborhoods/downtown-old-town-reo-town/lansing-voting-rights-resolution-sparks-debate-over-citizenship-proof-requirements" target="_blank" rel="noreferrer noopener">“I can tell you the way to have a safe, secure and accurate election is to increase turnout. So I encourage everyone to get out to the polls,” Swope said.</a></p>



<p class="wp-block-paragraph"><a href="https://www.fox47news.com/neighborhoods/downtown-old-town-reo-town/lansing-voting-rights-resolution-sparks-debate-over-citizenship-proof-requirements" target="_blank" rel="noreferrer noopener">“The number of non-citizens who vote is so minuscule, especially when you compare it to the number of people who are not going to have this documentary proof.”</a></p>

<p class="wp-block-paragraph">At the same time, <strong>Southfield City Council heard testimony and has referred a similar resolution to its legislative committee</strong>, with the expectation that it will return for consideration at an upcoming meeting.</p>



<h3 class="wp-block-heading" id="what-these-resolutions-address"><strong>What these resolutions address</strong></h3>



<p class="wp-block-paragraph">These MI Democracy Resolutions respond to proposals that would require people to provide specific citizenship documents, such as a passport or birth certificate, in order to register to vote.</p>



<p class="wp-block-paragraph">For many people, this means dealing with <strong>red tape</strong> like paying fees, taking time off work, traveling to government offices, or trying to track down records that may not exist or do not match their current legal name. These added costs and barriers can act as a <strong>poll tax</strong>, preventing eligible voters from registering and voting.</p>



<p class="wp-block-paragraph">Michigan has made significant investments in expanding access to voting, including same-day registration, no-excuse absentee voting, and early voting.&nbsp;</p>



<p class="wp-block-paragraph">State and federal law already prohibit non-citizens from voting.</p>



<h3 class="wp-block-heading" id="state-and-local-connection"><strong>State and local connection</strong></h3>



<p class="wp-block-paragraph">This work is happening alongside action at the state level.</p>



<p class="wp-block-paragraph">In Michigan, <a href="https://michiganadvance.com/2026/04/15/michigan-house-passes-controversial-voter-id-bill-along-party-lines/"><strong>HB 4765 has passed the House and is now in the Senate</strong></a>. This bill closely resembles the SAVE Act and would require documentary proof of citizenship to register to vote.</p>



<p class="wp-block-paragraph">This bill would do the same. It would force people to navigate red tape and pay to access documents like birth certificates or passports. These added costs and barriers can act as a poll tax, and would prevent eligible Michigan voters from registering and voting.</p>



<p class="wp-block-paragraph"><a href="https://house.mi.gov/Document/?DocumentId=63774&amp;DocumentType=CommitteeTestimony">Nearly 700,000 Michiganders do not have or cannot easily access the documents required under this proposal.</a> Requiring them would prevent eligible voters from registering and voting.</p>



<h3 class="wp-block-heading" id="public-comment-takeovers"><strong>Public Comment Takeovers</strong></h3>



<p class="wp-block-paragraph">Public Comment Takeovers remain a key strategy in communities where resolutions have not yet been brought forward or passed.</p>



<p class="wp-block-paragraph">Community members are organizing to attend meetings, speak during public comment, and ask local leaders to pass MI Democracy Resolutions opposing documentary proof of citizenship requirements.</p>



<p class="wp-block-paragraph">Speaking from your own experience and perspective matters. Local leaders are paying attention to who shows up and what they are hearing from residents.</p>

<p class="wp-block-paragraph">There has been a lot of conflicting information circulating about the SAVE Act, and as of now, there has been little coverage from major news sources.</p>



<p class="wp-block-paragraph">Based on information from the <a href="https://campaignlegal.org/" target="_blank" rel="noreferrer noopener">Campaign Legal Center (CLC)</a>, <a href="https://campaignlegal.org/press-releases/victory-voters-save-america-act-fails-senate" target="_blank" rel="noreferrer noopener">the U.S. Senate has stopped debate</a> on the <a href="https://www.congress.gov/bill/119th-congress/house-bill/22">SAVE Act</a>. This means the bill has effectively stalled and did not advance in the Senate.</p>



<p class="wp-block-paragraph">This is a shift from where things stood in February, when the <a href="https://www.brennancenter.org/our-work/analysis-opinion/house-passes-new-version-save-act-brennan-center-responds" target="_blank" rel="noreferrer noopener">House of Representatives passed the bill</a> and it moved to the Senate for consideration.</p>



<h2 class="wp-block-heading" id="what-the-save-act-would-do"><strong>What the SAVE Act would do</strong></h2>



<p class="wp-block-paragraph">As previously shared, the SAVE Act would require documentary proof of citizenship to register to vote or update voter registration. This could include documents such as a passport, certified birth certificate, or naturalization papers.</p>



<p class="wp-block-paragraph">These requirements would add new steps to the registration process and could make it harder for eligible voters to register or stay registered.</p>



<h2 class="wp-block-heading" id="who-could-be-impacted"><strong>Who could be impacted</strong></h2>



<p class="wp-block-paragraph">Accessing these documents can require time, cost, and supporting paperwork. Based on prior analysis and national advocacy reporting, barriers could fall most heavily on:</p>



<ul class="wp-block-list">
<li>People impacted by incarceration, poverty, or housing instability</li>



<li>People whose documents do not match their current name</li>



<li>Elderly voters</li>



<li>Naturalized citizens</li>



<li>Voters with limited access to transportation or government offices</li>
</ul>



<p class="wp-block-paragraph">It is already <a href="https://uscode.house.gov/view.xhtml?req=(title:18%20section:611%20edition:prelim)" target="_blank" rel="noreferrer noopener">illegal for noncitizens to vote in federal</a> or <a href="https://www.michigan.gov/sos/elections/voting/voters/only-us-citizens-can-vote" target="_blank" rel="noreferrer noopener">state elections</a>. Proposals like this add additional documentation requirements for people who are already eligible.</p>



<h2 class="wp-block-heading" id="what-happens-next"><strong>What happens next</strong></h2>



<p class="wp-block-paragraph">Because the Senate stopped debate, the SAVE Act did not move forward at this time.</p>



<p class="wp-block-paragraph">However, similar proposals continue to move forward at the state and local level.</p>



<p class="wp-block-paragraph">In Michigan, <strong><a href="https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-HB-4765" target="_blank" rel="noreferrer noopener">HB 4765</a></strong> has already <a href="https://michiganadvance.com/2026/04/15/michigan-house-passes-controversial-voter-id-bill-along-party-lines/" target="_blank" rel="noreferrer noopener">passed the House and is now in the Senate.</a> Like the federal SAVE Act, it would require documentary proof of citizenship to register to vote and could create barriers for eligible voters across the state.</p>



<p class="wp-block-paragraph">At the same time, <a href="https://my.lwv.org/sites/default/files/wayne_resolution_press_release.pdf" target="_blank" rel="noreferrer noopener">local governments across Michigan are taking action by passing resolutions opposing these types of requirements.</a></p>

<p class="wp-block-paragraph"><strong>Local governments continue taking action in opposition to documentary proof of citizenship requirements</strong> and in support of Michigan’s current election system.</p>



<p class="wp-block-paragraph">These proposals would require people to provide specific citizenship documents, such as a passport or birth certificate, in order to register to vote, <strong>creating new barriers for eligible voters. In Michigan, voters choose our leaders, not the other way around. </strong>These requirements would make it harder for many people to participate in elections.</p>



<p class="wp-block-paragraph"><strong>Communities across Michigan are responding by passing local resolutions opposing these requirements.</strong></p>



<p class="wp-block-paragraph"><strong>Public Comment Takeovers are happening this Monday, April 20</strong>, giving community members the opportunity to <strong>speak directly with local officials in Southfield </strong>and<strong> Lansing.</strong></p>

<p class="wp-block-paragraph">The Michigan House has passed <strong><a href="https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-HB-4765" target="_blank" rel="noreferrer noopener">HB 4765</a></strong>, <a href="https://michiganadvance.com/2026/04/15/michigan-house-passes-controversial-voter-id-bill-along-party-lines/" target="_blank" rel="noreferrer noopener">a bill that would require <strong>documentary proof of citizenship</strong> to register to vote.<strong>The bill now moves to the Michigan Senate and has not yet become law.</strong></a></p>



<p class="wp-block-paragraph">These kinds of proposals are presented as common-sense enforcement. In practice, they could <strong><a href="https://votersnotpoliticians.com/dpoc/" target="_blank" rel="noreferrer noopener">block over 700,000 Michigan citizens</a></strong> from registering and voting.</p>



<p class="wp-block-paragraph"><strong>There is still an opportunity to influence what happens next.</strong></p>



<h2 class="wp-block-heading" id="what-this-means"><strong>What This Means</strong></h2>



<p class="wp-block-paragraph">This bill would require <strong>documentary proof of citizenship</strong>, meaning voters would need to provide specific documents such as <strong>a passport or birth certificate in order to register.</strong></p>



<p class="wp-block-paragraph"><strong>Approximately <a href="https://house.mi.gov/Document/?DocumentId=63782&amp;DocumentType=CommitteeTestimony#:~:text=Approximately%205.8%20million%20Michiganders%20do,match%20their%20current%20legal%20name." target="_blank" rel="noreferrer noopener">60% of Michigan residents, over 5.8 million people, do not have a passport</a></strong>. For many, obtaining the required documents can be <strong>costly and time-consuming</strong>. <a href="https://travel.state.gov/content/travel/en/passports/how-apply/fees.html">A passport costs $165 and can take 4–6 weeks to process</a>, and <a href="https://www.michigan.gov/mdhhs/doing-business/vitalrecords/additonal-information/fees_1" target="_blank" rel="noreferrer noopener">birth certificates can cost more than $30.</a></p>



<p class="wp-block-paragraph">National estimates suggest that around<a href="https://www.brennancenter.org/our-work/analysis-opinion/millions-americans-dont-have-documents-proving-their-citizenship-readily" target="_blank" rel="noreferrer noopener"> <strong>1 in 10 adult citizens do not have ready access to citizenship documents</strong></a>. Applied to Michigan, that means hundreds of thousands of eligible voters lack the documents required under this proposal.</p>



<h2 class="wp-block-heading" id="why-this-matters"><strong>Why This Matters</strong></h2>



<p class="wp-block-paragraph"><strong>Barriers at the registration stage prevent people from voting at all.</strong></p>



<p class="wp-block-paragraph"><a href="https://www.brennancenter.org/sites/default/files/2021-09/Requiring%20Citizenship%20to%20Register%20to%20Vote.pdf" target="_blank" rel="noreferrer noopener">Similar policies in states like Kansas and Arizona <strong>blocked tens of thousands of eligible citizens</strong> from registering and voting.</a></p>



<p class="wp-block-paragraph">These requirements would also <strong>make it harder to register online or by mail</strong> and would limit community-based registration efforts that help people sign up at schools, community centers, and public events.</p>



<p class="wp-block-paragraph">Michigan voters have already acted to protect access to voting in the state Constitution. This proposal would <strong>roll back those protections</strong> by adding new requirements that make participation harder.</p>

<p class="wp-block-paragraph">A small group of elected officials, backed by well-funded national interests, are advancing policies that would <strong>change who is able to participate in elections.</strong></p>

<p class="wp-block-paragraph">Local governments are passing resolutions opposing documentary proof of citizenship requirements and affirming support for the state’s current election system.</p>



<p class="wp-block-paragraph">On Tuesday, April 7, both the <a href="https://wkzo.com/2026/04/08/912615/" target="_blank" rel="noreferrer noopener">Kalamazoo County Board of Commissioners</a> and Meridian Township adopted resolutions addressing the proposed ballot initiative that would require documentary proof of citizenship to register and vote.</p>



<p class="wp-block-paragraph">These actions add to a growing list of localities taking a stand against policies that could create serious impediments for eligible voters.</p>



<h2 class="wp-block-heading" id="statewide-action"><strong>Statewide Action</strong></h2>



<p class="wp-block-paragraph">Communities throughout the state are considering similar resolutions that support the state’s current election system and raise concerns about the impact of these requirements.</p>



<p class="wp-block-paragraph">Detroit, Washtenaw County, Ypsilanti, Wayne County, and Pontiac have already passed similar resolutions. Kalamazoo County and Meridian Township now add to that list and reflect action in new regions.</p>



<p class="wp-block-paragraph">This effort is part of a statewide coalition, including Voting Access for All Coalition (VAAC) and partners working to ensure voters understand what this initiative would mean in practice.</p>

<p class="wp-block-paragraph">Public Comment Takeovers remain a key strategy in communities where resolutions have not yet advanced.</p>



<p class="wp-block-paragraph">Community members are organizing to attend meetings, speak during public comment, and urge local governing bodies to bring forward measures opposing documentary proof of citizenship requirements.</p>

<p class="wp-block-paragraph">These efforts are focused on moving stalled resolutions forward and ensuring local leaders hear directly from those who would be affected.</p>



<h2 class="wp-block-heading" id="what-this-means"><strong>What This Means</strong></h2>



<p class="wp-block-paragraph">Each resolution passed shows concern that these new &#8220;Show Your Papers&#8221; laws would create additional hurdles for people eligible to vote.</p>



<p class="wp-block-paragraph">This would shift the burden onto individuals to obtain documents that can be costly, difficult to access, or may not reflect current legal names.</p>



<p class="wp-block-paragraph">For many people, including those experiencing housing instability, low-income residents, and others navigating systemic barriers, this could make it harder to register and vote.</p>

<p class="wp-block-paragraph">This resolution is part of a coordinated effort led by a statewide documentary proof of citizenship coalition, which Voting Access for All Coalition (VAAC) is proud to be a part of, in community with <a href="https://allvotingislocal.org/michigan/" target="_blank" rel="noreferrer noopener">All Voting is Local Michigan</a>, <a href="https://www.commoncause.org/michigan/" target="_blank" rel="noreferrer noopener">Common Cause Michigan</a>, <a href="https://votersnotpoliticians.com/" target="_blank" rel="noreferrer noopener">Voters Not Politicians</a>, <a href="https://voteriders.org/" target="_blank" rel="noreferrer noopener">VoteRiders</a>, <a href="https://unitedwaysem.org/" target="_blank" rel="noreferrer noopener">United Way of Southeast Michigan</a>, <a href="https://progressmichigan.org/" target="_blank" rel="noreferrer noopener">Progress Michigan</a>, and many more.</p>



<p class="wp-block-paragraph"><a href="https://votingaccessforall.org/2026/03/wayne-county-passes-resolution-opposing-the-michigan-save-act/" type="post" id="222222">Wayne County Board of Commissioners</a>, <a href="https://newsletters.votebeat.org/newsletter/why-the-save-act-debate-feels-so-familiar/" target="_blank" rel="noreferrer noopener">Washtenaw County Board of Commissioners, Detroit City Council, and Ypsilanti City Council</a> have also passed resolutions affirming support for Michigan’s current election system while raising concerns about the barriers documentary proof of citizenship requirements could create for eligible voters.<br></p>



<h3 class="wp-block-heading" id="where-this-work-is-happening"><strong>Where This Work Is Happening</strong></h3>



<p class="wp-block-paragraph">Organizing is underway in these communities, with Public Comment Takeovers pushing local officials to act on stalled resolutions. Residents are being asked to attend meetings, speak during public comment, and call for action opposing documentary proof of citizenship requirements.</p>

<h3 class="wp-block-heading" id="what-local-leaders-are-saying"><strong>What Local Leaders Are Saying</strong></h3>



<p class="wp-block-paragraph">Council members and the mayor voted together to oppose the initiative, citing concerns that many eligible voters would face barriers in accessing the documents required to cast a ballot.</p>



<p class="wp-block-paragraph">This initiative would require voters to provide documents such as a birth certificate or passport, documents that can be costly, difficult to obtain, or may not match current legal names.</p>



<p class="wp-block-paragraph"><a href="https://www.detroitnews.com/story/news/local/oakland-county/2026/03/30/pontiac-council-opposes-proof-of-citizenship-voting-id-plan-awaits-vetting-signatures/89310217007/" target="_blank" rel="noreferrer noopener">As shared in reporting, VAAC Executive Director Angela Davenport stated:<br></a>“This falls on residents who are being asked to navigate systems that were never built with them in mind.”</p>



<p class="wp-block-paragraph">Council members also raised concerns about the real impact on their community, including:</p>

<li>Residents who may not have access to original birth certificates</li>



<li>Naturalized citizens whose documents may not match U.S. naming conventions</li>



<li>Married individuals whose names differ from their birth records</li>



<li>Families facing financial barriers to obtaining documents like passports</li>

<p class="wp-block-paragraph">This action by Pontiac adds to growing concern across Michigan about policies that could prevent eligible voters from participating in elections.</p>



<p class="wp-block-paragraph">Current law already requires voters to attest to their citizenship when registering and voting.</p>



<p class="wp-block-paragraph">Efforts like this can create new barriers for eligible voters, especially for communities already facing challenges accessing identification, stable housing, and other essential resources.</p>

<p class="wp-block-paragraph">The <strong>Wayne County Board of Commissioners has passed a resolution opposing documentary proof of citizenship requirements for voting</strong>, becoming the latest local government to take action on what advocates are calling the <strong>Michigan SAVE Act.</strong></p>



<p class="wp-block-paragraph"><strong>The resolution passed by a 12–1 vote </strong>and reflects growing concern across Southeast Michigan about proposals that would require voters to provide documents such as a birth certificate or passport when registering and additional documentation when casting a ballot.</p>



<p class="wp-block-paragraph">These requirements would eliminate the current option to register using a driver’s license and could create new barriers for eligible voters.</p>



<p class="wp-block-paragraph"><strong>Nearly 700,000 Michiganders do not have or cannot easily access the documents that would be required under the proposal.</strong> For many residents, obtaining these documents can <strong>cost more than $100</strong> and require time and resources that are not readily available.</p>



<p class="wp-block-paragraph">The proposal would impact a wide range of voters, including <strong>justice-impacted citizens, low-income residents, married women who have changed their names, military and overseas voters, people with disabilities, and others who may face challenges accessing required documentation.</strong></p>



<p class="wp-block-paragraph">Wayne County joins a growing list of local governments taking action. <strong>Washtenaw County, Detroit, </strong>and<strong> Ypsilanti have each passed similar resolutions, </strong>and<strong> Kalamazoo County also advanced a resolution this week.</strong></p>



<p class="wp-block-paragraph"><strong>Next, the Pontiac City Council is scheduled to consider a resolution on Tuesday, March 24 at 6:00 pm (<a href="https://maps.app.goo.gl/4SHyajbtxAxg5Fug8" target="_blank" rel="noreferrer noopener">47450 Woodward Ave, 2nd Floor, Pontiac</a>).</strong> Community members who wish to speak can arrive before the meeting and sign up for public comment. <strong>Written comments can also be submitted</strong> to <a href="mailto:ccouncil@pontiac.mi.us" target="_blank" rel="noreferrer noopener">ccouncil@pontiac.mi.us</a>.</p>



<p class="wp-block-paragraph">Additional efforts are underway in <strong>Warren</strong>, as well as in <strong>Genesee County and the City of Flint</strong>, where local partners are organizing to bring forward similar resolutions.</p>
